Consultation on highly pathogenic avian influenza prevention and control: shaping global strategies

The Management Committee (MC) of the Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs), a joint initiative led by the Food and Agriculture Organization (FAO) of the United Nations and the World Organization for Animal Health (WOAH), is currently conducting an external consultation on the draft Global strategy for the prevention and control of high pathogenicity avian influenza (2024-2033). This includes a call for comments and proposals.

From 8 April 2024 to 2 May 2024, the MC invites organizations and institutions operating at global, regional, and national levels from various sectors to provide their comments and proposals to improve the above-mentioned draft Global strategy for the prevention and control of high pathogenicity avian influenza (2024-2033).

The evolving global landscape towards infectious high-impact pathogens has accentuated the pressing need for a contemporary strategies in working together against diseases In particular, it is the prime time for Global strategy for the prevention and control of high pathogenicity avian influenza (HPAI) , given the shifting disease ecology and its significant impact on wild birds and mammal populations further underscore the urgency for a comprehensive response that reflects the current global situation.

This strategy has been developed considering the inputs from FAO  Global consultation on Highly Pathogenic Avian Influenza (HPAI), the WOAH Animal Health Forum on avian influenza, as well as overarching frameworks including the GF-TADs strategy for 2021-2025, the WOAH Seventh Strategic Plan and FAO sustainable livestock transformation policy. These strategies and policies have been instrumental in formulating the objectives and components of the theory of change. Additionally, an internal consultation recently conducted with FAO and WOAH’s global and regional experts has further enriched the strategy.

The overall goal of the strategy is to provide a flexible global strategy for prevention and control that can be tailored to various settings, thereby supporting the implementation of national, regional, and global strategic plans.

This call for external consultation is directed at stakeholders involved in avian influenza control, including those from the public, private, and environmental sectors, organizations representing the poultry industry, private animal health service providers, veterinary service representatives (WOAH delegates), diagnostic and research laboratories, global reference centres, collaborating centres, resource partners, and regional economic or technical organizations engaged in GF-TADs regional mechanisms.
